Join us on our discord server. we generally host the latest version of PKHeX there.
It's simple to use PKHeX but you need access to your save file via Homebrew or CFW access to really use it.
No setup required really. unless you're a MAC user.

does PKHex work for pokemon platin?

All I want is a fresh game but with different starters. Most sav editors simply give me too OP stuff.

PKHeX should work with all generations 1-7, so yes, should work for platinum.
